- Develop a fully integrated schedule from first principles for the purpose of critical path analysis.
- Align the program to the form of the contract.
- Establish a baseline, or validation of baseline based on scope, quantities, resources, and costs.
- Establish a structured hierarchy, WBS (Work Breakdown Structure) of programs, and a Project Management Plan
- Substantiate the program on the basis of schedule/program narrative.
- Report of the schedule performance and progress against the baseline plan
- Conduct regular schedule quality/integrity checks, program peer reviews, and QSRAs (Quantitative Schedule Risk Assessments)
